Re: Wall Street Heliport Security Zone Enforcement - Temporary East River Closure
1. In accordance with regulations contained in 33 CFR 165.164(a)(1), the
Coast Guard will be enforcing a security zone in the East River, in the
vicinity of the Wall Street Heliport, on Monday, September 19, from
4:40 pm to 5:40 pm AND Wednesday, September 21, from 8:50 pm to 9:50 pm.
No vessel transits will be permitted within the security zone while it
is in effect without the Coast Guard Patrol Commander's (PATCOM)
approval. Changes in the time that the security zone is in effect may
occur. In the event additional waterways need to be closed under urgent
conditions, or changes occur to the security zone, immediate notice will
be made to mariners via safety marine information broadcast over VHF-FM
Channel 16 and the Homeport Alert Warning System. VTS participants will
also receive notice via VHF-FM Channel 12 and 14.

The Staten Island Ferry schedule will not be impacted during these
times. Staten Island Ferry operators are advised to contact Vessel
Traffic Service New York for updates while the security zone remains in
effect. Governor's Island Ferry must contact PATCOM on VHF-FM Channel 13
to request permission to transit into the security zone for normal
ferry operations to and from Manhattan and Governor's Island. Commuter
ferries must contact PATCOM on VHF-FM Channel 13 to request permission
to transit the security zone along the Brooklyn shoreline as well as
arrive and depart from the north face of Pier 11. The south face of Pier
11 is not authorized for use during the times the security zone is in
effect.
3. The security zone includes all waters of the
East River off the Wall Street Heliport within the following
boundaries: East of a line drawn between approximate position
40°42'01"N, 074°00'39"W (east of The Battery) to 40°41'36"N, 074°00'52"W
(NAD 1983) (point north of Governors Island) and north of a line drawn
from the point north of Governors Island to the southwest corner of Pier
7, Brooklyn; and south of a line drawn between the northeast corner of
Pier 13, Manhattan, and the northwest corner of Pier 2, Brooklyn.
4. Scheduled and unscheduled broadcasts will be made notifying the maritime community when the security zone is established.
5. Violations of this security zone are punishable by a $50,000 fine, 5 years imprisonment, or
both.
